Improving policymaking quality progression of science and technology is considered one of the most important plans in different countries. This could be done differently from one country to another. This important issue in Iran is also dependent on determining effective strategies on science and technology policymaking that is appropriate to the circumstances and the situation in Iran. The present study is qualitative content analysis. The participants of this study are 23 experts in the field of progress and development, and science and technology. Iran Post Bank as an Iranian governmental bank, in a competition, has started a new business, known as micro-banking in the framework of banking service offices. In order to study the feasibility of the reasonable development of this business, we need to formulate a strategic plan. Using the present data in the Post Bank and scientific analysis of strategic planning models, this paper tries to study the feasibility of the bank’s development. This study is an attempt to setup an Information Technology Strategy for Iran. universities. To this end, Attractiveness-Capability Model has been adopted and adapted to serve the purpose. The first step includes the review of the related literature in which some of the universities’ Information Technology Strategies from different countries such as USA Canada, etc. were studied, and branches of Information Technology along with the capability and attractiveness factors were exctracted from these documents. Next these branches of Information Technology and the capability and attractiveness factors constituted the questionnaire, which was consulted with a group of experts to check the content and face validity along with its reliability.
